Here is the sampling of Bills Lists for 2014. I did not look at all of them, just the ones presented. Of the 18 Bills Lists (2 per Month), I took a random selection of 5, or a 25% sampling. That would be far higher than a normal 10% standard spot check. Not one Actual and Draft Bill matched, with a variance of $2889.96 as the lowest number and $156907.74 as the highest. The ACTUAL was ALWAYS HIGHER than the DRAFT.
